Most likely either some other dog has claimed that area so they're trying not to leave a smell behind (common in shelter pets), or they're not getting some vital nutrient (usually fiber).
Find some pumpkin puree for dogs. Walmart sells it in an orange can with a dog on the label. Give that to them at meal time. Don't give them the people kind, like for pies, it has sweeteners and other stuff that will upset their stomach.
Leash them when they go out. If they try to eat their poop, correct the behavior and reinforce the correct behavior with a treat. Discipline in response to unwanted behavior can be effective, but you should think carefully about the relationship you're forming with your dog before deciding on that.
If all else fails, take them out on a leash and immediately pick up their waste so they can't eat it until you can get them to a vet and have their diet evaluated. It's not normal dog behavior and it can and should be corrected.
Considering my sister's dog is very much not a shelter pet, I'll try to see if my country carries pumpkin puree specifically for dogs. And my sister is doing all she can to discipline it out of her
